Introduction to Code Enforcement
This introductory course is designed to help attendees understand the basic purpose, responsibilities, and practices of the code enforcement profession.
Participants will be introduced to the role of the code enforcement officer, common types of violations, basic enforcement procedures, documentation, communication, and the importance of professionalism in the field. This course provides a strong starting point for those entering the profession and is designed to help attendees build foundational knowledge in topics that may be essential for code enforcement certification. This course is presented by the International Code Council (ICC).
Legal Aspects – Code Enforcement & the First Amendment
This introductory course is designed to help attendees understand the legal principles that affect code enforcement activities, with a focus on First Amendment considerations. Participants will be introduced to how constitutional protections may relate to enforcement actions involving speech, signage, expression, and public interaction.
The course will emphasize the importance of lawful procedures, consistency, and professionalism. This session is intended to provide foundational legal awareness in areas that may be essential for code enforcement certification. This course is presented by the International Code Council (ICC).
International Zoning Code (IZC) – Land Use
This introductory course is designed to help attendees understand the basic sign regulations commonly addressed through the International Zoning Code.
Participants will be introduced to common sign types, general zoning standards related to size, placement, and location, and the reasons communities regulate signs for safety, appearance, and compatibility.The course will also highlight common compliance issues and the importance of fair and consistent enforcement. This session helps build understanding of sign-related topics that may be essential for code enforcement certification. This course is presented by the International Code Council (ICC).
International Zoning Code (IZC) – Signs
Conflict is a routine part of code enforcement, and knowing how to manage it effectively is essential to officer safety, professionalism, and successful outcomes.
Presented by Chief Leadership, a consulting firm made up of high-ranking law enforcement professionals, including chiefs of police and command leaders, this course brings years of real-world experience in conflict management and public interactions. Using proven law enforcement techniques adapted specifically for code enforcement staff, attendees will learn how to recognize escalating behavior, respond strategically, communicate under pressure, and work toward resolution without losing control of the encounter.
This training is important because the ability to manage conflict can reduce risk, build cooperation, and help officers handle difficult situations with confidence, consistency, and professionalism.
International Property Maintenance Code (IPMC) – Chronic Nuisances & Abatements
This introductory course is designed to help attendees understand how chronic nuisances and abatements are addressed under the International Property Maintenance Code.
Participants will be introduced to ongoing property conditions that affect health, safety, and neighborhood quality, along with the basic enforcement tools used to address those conditions.The course will cover the concepts of nuisance, documentation, communication, and abatement as part of the compliance process. This session is designed to help attendees understand topics that may be essential for code enforcement certification. This course is presented by the International Code Council (ICC).
International Property Maintenance Code (IPMC) Techniques of De-escalation gives code enforcement professionals practical, field-ready strategies for recognizing risk, slowing escalation, and maintaining control during tense public contacts.
Presented by Chief Leadership, a consulting firm composed of high-ranking law enforcement professionals, including chiefs of police and command leaders, this course draws from years of real-world experience managing volatile encounters and applies proven law enforcement techniques to the unique challenges of code enforcement.
Attendees will learn how to read verbal and nonverbal cues, control tone and presence, create time and distance, defuse emotional reactions, and guide interactions toward safer outcomes. This training is critical because effective de-escalation strengthens officer safety, improves professionalism, reduces liability, and increases the likelihood of voluntary compliance.
