LIVE From CodeComply: Code enforcement officers are often the first municipal eyes on massage establishments, and the details they observe during routine inspections can mean the difference between a compliant business and one hiding something far more serious. This session equips officers with the practical knowledge to conduct thorough inspections while recognizing the physical, operational, and behavioral red flags that may indicate an illicit massage business or human trafficking operation.
Attendees will learn what to look for before, during, and after an inspection, from permit and licensing irregularities to physical modifications inside the facility that suggest residential occupation. The course covers common indicators such as blacked-out windows, security cameras positioned toward entrances, mattresses or bedding on-site, round-the-clock operating hours, and a lack of standard business infrastructure. Officers will also gain an understanding of behavioral cues and interactions that may suggest workers are being controlled, isolated, or coerced.
Equally important, this session highlights the cross-agency collaboration that makes enforcement effective. Participants will hear directly from jurisdictions that have developed ordinance frameworks, inspection protocols, and multi-department task forces to systematically address illicit massage businesses and the real-world outcomes that followed. From local licensing reform to coordinated operations with law enforcement and state licensing boards, these case studies demonstrate what's possible when code enforcement takes an active role.

The CodeComply Summit is officially coming back, and we couldn’t be more proud to share that we’re returning to the Hyatt Regency Orange County. What started as an idea to bring code professionals together has grown into a true community, and this year we’re building on that foundation in a big way. We are continuing to build this year's program.
We’re inviting code enforcement officers, building officials, planners, managers, and partners from all over California and across the country to join us for a few days of real-world education, honest conversations, and meaningful connections.
