The CodeComply Summit is proud to announce the addition of Justin Gardiner, a Certified Code Enforcement Officer (CCEO) and Division Manager of Code Compliance for the City of Cathedral City. Justin brings a wealth of experience, leadership, and innovation to our summit, promising to inspire attendees with his exceptional expertise. Justin holds many certifications and will assist our board in creating objectives to help other code enforcement officers obtain additional certifcations and achieving development goals.
Justin's impressive career spans over 15 years, during which he has demonstrated remarkable skills in leadership, training, and municipal code enforcement. Currently managing a $1.6 million budget for Cathedral City’s Code Compliance Division, Justin oversees daily operations, staff coordination, and the implementation of policies and procedures to ensure compliance with zoning, nuisance, housing, and environmental codes.
Previously, Justin served as the Senior Administrative Code Enforcement Officer for Riverside County. His accomplishments include managing departmental training programs, liaising with legal teams on complex cases, and representing his department at public meetings and professional conferences.
Justin's academic credentials are equally commendable. He holds a Bachelor of Science in Homeland Security and Emergency Management from National University and multiple Associate degrees with honors in Criminal Justice and Code Enforcement. His commitment to continuous learning is reflected in his extensive list of certifications, including:

Justin's dedication to public service extends beyond his professional roles. He has served as a Regional Director for the California Association of Code Enforcement Officers, Chapter Commander for the Military Order of the Purple Heart, and a youth soccer coach for AYSO. His commitment to mentoring emerging professionals and giving back to his community is a testament to his passion for making a difference.
