With over 40 years of experience in government, code enforcement, and public health, Larry brings a wealth of knowledge and a passion for creating healthier, safer communities.

Larry's impressive career spans various roles, including:

• Code Enforcement Manager for the City of West Sacramento Police Department 
• Code Enforcement Manager for Sacramento County Planning and Environmental Health Departments 
• Administrative Analyst for Sacramento County Executive's Office 
• Personnel Analyst for Alameda County 
• Part-time instructor for Los Rios Community College District Public Safety Center

His educational background includes:

• Master of Public Administration (MPA) in Management from Cal-State East Bay
• Bachelor of Science in Health Sciences from Cal-State East Bay

His expertise in the intersection of health and housing has led to significant recognition:

• Two-time recipient of HUD Achievement Awards (2016 and 2022) 
• EPA recognition for setting a new national standard in training Code Enforcement Officers on safe work practices for pre-1978 homes

As a Board Member of the California Association of Code Enforcement Officers (CACEO), Larry has been instrumental in advancing policies and legislation to improve the profession. His involvement with national organizations such as the National Center for Healthy Housing Policy Steering Committee further demonstrates his commitment to creating healthier living environments.
