Carrie Rios Joins the CodeComply Summit: Elevating Safety Training in Code Enforcement


The CodeComply Summit is proud to welcome Carrie Rios, a seasoned safety professional and leader in adaptive safety training, to this year’s event. With over 20 years of experience in local government and a deep commitment to safety and compliance, Carrie brings invaluable expertise to the code enforcement profession.

Currently serving as Code Enforcement Manager for the City of Rancho Cucamonga, California, Carrie has built a strong foundation in the industry, managing safety efforts and ensuring compliance within her community. Beyond her leadership role in municipal government, she is also the driving force behind Gemini Training Solutions (GTS), a training and consulting company specializing in adaptive safety training. As an ICC Preferred Provider, GTS delivers high-quality, practical training designed to meet industry standards and equip professionals with the skills needed to handle emergency situations effectively.

A Passion for Safety and Training

Carrie’s expertise spans a wide range of safety-related fields, from developing training programs to emergency preparedness. She understands that code enforcement officers often find themselves in unpredictable situations, making proper safety training essential. Through her work with GTS, she focuses on real-world, hands-on training that empowers officers, businesses, and communities to respond effectively when safety is at stake.

Her commitment to public safety extends far beyond her professional roles. Carrie actively volunteers with disaster relief organizations, serving as a Disaster Action Team member for the American Red Cross and as a "Greyshirt" with Team Rubicon, a nonprofit dedicated to disaster response. Her dedication to service is a testament to her passion for building safer and more resilient communities.

Her experience, both in code enforcement leadership and specialized safety training, makes her a great addition to the Certification Prep Committee and for anyone looking to strengthen their skills, enhance workplace safety, and gain new perspectives on crisis response in code enforcement.
